Process of Strengthening the Network of Rehabilitation Services

The District Health Secretariat considers as one of its priorities, the strengthening of the network of rehabilitation services, through the improvement of institutional capacity and human talent to positively impact the quality of care for people with disabilities or with deficiencies and temporary limitations or restrictions.

That is why, since February 2016, the process began with the aim of monitoring the quality of care in the rehabilitation services at the Fundación del Quemado.

This visit reflects that the institution in its policies considers aspects aimed at humanizing care and providing quality services to the population, taking diversity into account; helps vulnerable populations with disabilities caused by burns, the foundation has identified its responsibilities in the implementation of the Public Policy on Disability decree 470 of 2007; with the realization of training and dissemination of said policy; The rehabilitation service implements actions aimed at guaranteeing the rights and social inclusion of persons with disabilities (PwD) and their families through training, mechanisms to promote the active participation of PwDs and their families. According to the result of the visit, guidelines are given in areas for improvement and the Institutional Strengthening phase.

During the years 2017, 2018 and 2019 a great job is carried out with the constant supervision and audit of the Secretary of Health, in these visits the aim is to monitor the offer of rehabilitation services and advice and technical assistance in the institution.

As of this date, the therapists who are members of the physiotherapy service are responsible for the socialization and training of human talent, starting with the information that the District Secretary of Health provides to the providers of Rehabilitation Services.

 The Public policy of disability and social inclusion PPDIS is socialized from the awareness of the work of the Foundation, the adjustment of the PPDIS in the Foundation is carried out, the Institutional Mission and Vision is restructured and in each of the services that are offer.

Training processes have been carried out on issues related to a differential approach, the Convention on the Rights of Persons with Disabilities, Law 1145 of 2007, resolution 3317 of 2012, guidelines for the construction of Public Policies on Disability issued by the Ministry of Health and Social Protection , among others.

The implementation in the physiotherapy service has also implied the application of the "International Classification of Functioning, Disability and Health -CIF-" of the WHO.

The International Classification of Functioning, Disability and Health, approved and recommended by the WHO, ushers in a new era in patient-oriented clinical practice. Conceived to be applied as a clinical, research, statistical, social and educational policy tool. Its main objective is to unify and standardize the language for the description of health and its related states, improving communication and facilitating the comparison of data between professionals from different fields at an international level. The ICF is based on the WHO biopsychosocial model, from which its components arise, on which the classification consisting of 1,454 categories is structured, allowing a broad description of the functioning or disability profile of people or populations.[1]

All this process has allowed to make an improvement to provide new and better tools to the patients who attend the service and to be a reference as a rehabilitation service in the capital, in favor of the improvement of the conditions and the quality of the health services that are provided. to people with disabilities or deficiencies and temporary limitations or restrictions.
